[1/18, 6/18] An agreement between representatives of the construction industry and minority jobs advocates, it commits the construction industry to ‘make every effort’ to bring at least 2,000 more non-whites into the unions over the next five years. Although Judge Frank Freedman rules the plan is valid on May 31, 1973, its implementation languishes and is never fully carried out.
